In other cases I have to jiggled the device into a certain position to get it to work, like for my mouse. I just tried turning off power management in the USB properties as shown in this post and BAM….problem solved after restart. They're definitely getting power.
After reading your reply, I began to follow your suggestion about the hidden ports. The link you mentioned looks helpful. But the USB port still not working. Let’s go deeper then.
