I did go buy a new HP pavilion, had to buy a new printer also...i think when the MB went bad it may have power surged the printer also and killed I give up and can't believe this system is already bad! once re-attahced I hit my NUM LOCK just to make sure it was toggling and it was. It may be the only thing you can do is to use a Linux boot CD to start your computer.

Edit: My reasoning for trying this, is that that setting controls whether or not the BIOS, or the OS, sets up PnP hardware. If your problem is the same, then you don't need to reinstall the whole system, only the usb drivers. I googled xps400 keyboard failure and a bunch of people seem to have similar problems with theirs. Check This Out AND You shouldn't need to reformat, just do an "over the top" reinstall of Windows.
If we have ever helped you in the past, please consider helping us. I have tried both mouse and keyboard in every USB port. Two days ago I turned on my PC and it booted up saying there was a "keyboard failure!" I let it continue until it got to the Windows accounts screen.

Go to Device Manager and highlight the mouse and keyboard and uninstall them. Hope this helps!
I powered it down and tried again and still no luck. I also have a Dell XPS 400 and lost my mouse and keyboard, so I know the frustration you're having here. If you have a multimeter...check the +5v voltagesClick to expand... We never did get it working. I know I have issues with some Dell computers recognizing a dell branded USB mouse without installing a driver in Windows. but that's not the case...
With regards to mailpup's concern -- sorry if I didn't make that clear, but yes, my system worked in BIOS mode, so I knew the hardware was working.
