Edit: My reasoning for trying this, is that that setting controls whether or not the BIOS, or the OS, sets up PnP hardware. If your problem is the same, then you don't need to reinstall the whole system, only the usb drivers. I googled xps400 keyboard failure and a bunch of people seem to have similar problems with theirs. Check This Out AND You shouldn't need to reformat, just do an "over the top" reinstall of Windows.

If we have ever helped you in the past, please consider helping us. I have tried both mouse and keyboard in every USB port. Two days ago I turned on my PC and it booted up saying there was a "keyboard failure!" I let it continue until it got to the Windows accounts screen.

And of course it has no PS/2 ports. (Whoever's idea that was at Dell needs to be shot).

I powered it down and tried again and still no luck. I also have a Dell XPS 400 and lost my mouse and keyboard, so I know the frustration you're having here. We never did get it working. I know I have issues with some Dell computers recognizing a dell branded USB mouse without installing a driver in Windows. but that's not the case...
