If using the rear ports, those are USB 3.0, so you'll need to use the front ports until you have your OS installed and the USB 3.0 driver installed. If the keyboard and mouse still doesn't work even on Windows 8.x setup, then it's likely something dodgy is up with your motherboard. I am not saying it is definitely not the chipset drivers, I am just saying the symptoms "suggest" it is not.
